Foam accumulation is common on new ponds and early in the season. Continual foam on the ponds water surface could be caused by poor filtration, but as in nearly all cases it is caused by proteins in the pond water which stick to air bubbles resulting in the build up of foam on the water surface. Kusuri Defoamer Dosage:

Use 100ml per 1000 gallons (4564 litres) of pond water. Foam should disappear after 1 hour. Treatments can be repeated hourly if necessary. To dose the pond simply fill a clean watering can with pond water, then add Defoamer. Gradually sprinkle across the surface area of the pond.
